Qualification Development

Statement of Intent - Level 1 Building Services Engineering Access Qualification

ABC Awards is pleased to announce that it has been working with Summit Skills, the Sector Skills Council for the Building Services sector, to develop a new Level 1 qualification.

The need for a broad qualification that introduces Building Services Engineering (BSE) was identified in research carried out for Summit Skills’ Sector Qualification Strategy and Sector Skills Agreement.  The target learner groups for this qualification would be 16 – 19 year olds within full time college provision and 19+ adults wishing to pursue a career with the BSE sector.

It is proposed that the qualification is a Level 1 Diploma containing units at Level 1 and Level 2. The Level 2 units have been included to both challenge individuals and provide direct transfer of units to other rules of combination within the BSE ‘competence based’ qualification portfolio.

The title of the qualification has not yet been decided.

Development of Foundation Learning Qualifications in the Landbased Sector

Practical Horticultural Skills Information Sheet

Practical Environmental and Conservation Skills Information Sheet

Entry Level 2, Entry Level 3 and Level 1 (Awards, Certificates and Diplomas) available in Farm Animal Care, Small Animal Care, Floristry Skills, Horticulture Skills, Environmental & Conservation Skills and Countryside Skills.

These qualifications provide practical experience and knowledge of their sector to support engagement, participation, achievement and progression for learners at Entry Level and Level 1.  Flexibility and progression allow learners to build up their qualifications in bite size chunks of learning. 

These qualifications sit within Foundation Learning and are eligible for funding within this qualification suite. 

These qualifications have yet to be submitted to Ofqual for accreditation for inclusion on the Qualifications and Credit Framework.  Accreditation should be from April 2010. Posted 16.2.10

Levels 2 & 3 Work-Based Diplomas in Environmental Conservation

These qualifications replace the Level 2 and Level 3 NVQ in Environmental Conservation and will form part of the Apprenticeship framework. Both qualifications have pathways in Environmental Conservation, Access and Recreation.

Level 3 Diploma for the Children and Young People’s Workforce

ABC Awards has been working with other awarding organisations, the Children’s Work Force Development Council (CWDC) and the Care Council for Wales on units which will form the new Level 3 Diploma for the Children and Young People’s Workforce.  This will be available for learners to enrol on by August 2010.

CWDC has a vision of a single level 3 qualification for the children and young people’s workforce that has 3 pathways:

•        Learning Development and Support Services (LDSS);
•        Early Years and;
•        Children’s Social Care.

This qualification will take the best parts of the current National Vocational Qualifications (NVQs) and Vocational Related Qualifications (VRQs) and will create a ‘hybrid’ qualification that is flexible and meets the needs of employers.

The target learners will be 16-19 and post 19 for both college and work based routes. For learners in college CWDC recognise that additional qualifications will be required to support learner completion and in some cases progression to higher education.

Creative Industries Qualifications and the QCF

ABC Awards (ABC) is working in conjunction with the Sector Skills Councils, CCSkills and Skillset, to review and reform its qualifications in order to reflect the needs of the Creative Industry sector and in readiness for the Qualifications and Credit Framework (QCF).

QCF qualifications use rules of combination to build qualifications from individual credit-based units that recognise individual achievement and ensure that no learning is lost.  This also enables learners to transfer their learning around other qualifications in the QCF.

Units from the existing qualifications (see link below) are being re-organised to form Awards, Certificates and Diplomas at Level 3 that are more flexible and provide greater opportunities for learners to achieve.

Learners will still be able to register on the existing qualifications until 31/12/2010.

Information on launch events for the new qualifications will be publicised in due course.

These qualifications aim to develop industry specific skills / knowledge and more generic transferable skills / knowledge to help build capacity to deliver the targets for growth in renewable energy as part of the government strategy for energy in the UK.  It is also hoped that it will increase knowledge of employment opportunities in the renewable energy sector.

It builds on ABC Awards Level 2 Awards and Certificates in the Sustainable Energy Sector.

These qualifications have yet to be submitted to OfQual for accreditation for inclusion on the Qualifications and Credit Framework.  Accreditation should be from 1st August 2009.

These qualifications have now been accredited with a start date of 1 October 2009.

ABC Gains Ofqual Recogition as a QCF Awarding Organisation

ABC has been fully recognised by Ofqual as a QCF awarding organisation. This means that it is now able to extend the accreditation life of current QCF qualifications beyond December 2010. ABC will be working with relevant SSCs to extend all current QCF provision as quickly as possible.

All new qualifications will be recognised for the QCF and will be approved beyond December 2010. ABC intends to replace the majority of its remaining NQF qualifications with updated provision on the QCF as soon as possible. All plans are subject to SSC approval and timescales. Posted 4.2.10

Counselling Qualifications Update

ABC’s Counselling qualifications have an accreditation end date of 31st December 2010.

We have been engaged with Skills for Health (the Sector Skills Council responsible for Counselling) for the past 12 months concerning the transition of counselling qualifications to the new Qualifications and Credit framework.

They have been conducting research looking at the Counselling landscape, its terms, its scope etc. and the potential for identifying learning pathways.  These pathways might equate to a career development plan for individuals wishing to study toward full specialist areas of counselling with stepping off points to roles along that pathway.  To help us in this endeavour the SSC engaged Consultants whose remit is to produce a report late December 2009.

Statement of Intent

Qualifications for the Children and Young People’s Work Force

ABC Awards has been working with other Awarding Organisations under the leadership of the Children’s Work Force Development Council (CWDC) and the Care Council for Wales on units which will form new qualifications at Levels 2 and 3 for the Children and Young People’s Workforce. These will be available for learners to enrol on by August 2010.

They will be:

Level 2 Certificate for the Children and Young People’s Workforce.
It will:

  • assess both competence and knowledge.
  • be a progression route to the new Level 3 Diploma for the Children and Young People’s Workforce.
  • reflect the common core skills and knowledge that employers identify as important.

Level 3 Diploma for the Children and Young People’s Workforce
It will be:

  • approximately 60-65 credits
  • a full and relevant level 3 qualification.
  • assess knowledge and skills
  • in some parts of the children and young people’s workforce a requirement for registration and regulatory purposes
  • contain L4 units to aid progression to further higher level study such as Foundation Degrees
  • provide the opportunity for achieving individual units as CPD

ABC Awards is also working with the Care Council for Wales in collaboration with CWDC on a Level 5 qualification for the sector.  More details will follow shortly.  Further details will also be available from CWDC’s website www.cwdcouncil.org.uk

Customised Provision

Throughout 2009/2010 ABC will be reviewing its accredited and customised provision and migrating suitable provision onto the new Qualifications and Credit Framework (QCF).   Provision that is not suitable for migration onto the QCF will be required to be updated in accordance with current approval requirements, and submitted for re-approval.

The approval period for all current ABC Customised Provision Programmes will therefore end on 31st December 2010. Centres offering Customised Provision Programmes will be contacted individually in due course. Posted 26.8.09
