On 9 April 2020, the Secretary of State for Education issued a Ministerial Direction to Ofqual . This direction outlined the approach that Ofqual should take with Vocational and Technical qualifications with regards to COVID-19. Following this, Ofqual launched a consultation regarding a temporary extraordinary regulatory framework.
Our team have since produced guidance setting out the process for estimating/calculating results for qualifications due to be awarded in summer 2020. A number of our qualifications have been categorised as qualifications eligible for ‘Centre Estimated or Calculated Results’. Confirmation of the qualifications impacted by this approach can be found here.
Centres are required to inform us of all estimated grades by no later than 19 June 2020. We will provide further instruction shortly on how to submit Centre Assessed Grades. Our team are also hosting a webinar on the 4 June for Centres; where we will provide further updates and be available to answer any questions you may have. When can I start to act upon this information?
We are awaiting agreement from Ofqual to our proposed mitigating actions. We will write to providers as soon as we have a response. We expect this to be around mid-May.
How do I estimate/calculate a grade?
Further information regarding grade estimation or calculation will be released in the coming weeks. Once this information is available, we will send this to Centres.
Are assessment variations and/or adaptions allowed?
In some cases we will specify what assessment variations are allowed for specific qualifications. For qualifications where we have not released a specific assessment variation or adaption method, Centres may request a variation to assessment using the form found here.
Why are you not letting us estimate or calculate the assessment method, or make a variation to the assessment method for some qualifications?
Several qualifications in our portfolio suggest occupational competence. Some qualifications go even further and are recognised by professional bodies in their respective sector as they demonstrates occupational competence. Where this is the case; it may not be appropriate to allow qualifications to be awarded, without the assessment plan being followed as set out in the qualification guide. This approach will ensure that crucial occupational requirements are not missed by learners.
The qualification I am delivering is not on the list, why?
The list includes qualifications where there are learners currently registered with a completion date before 31 July 2020. If the qualification you are delivering is not on the list, please contact us by email.
Why is this taking so long?
Usually a change to a regulatory condition takes in excess of a year for the amendment to be suggested, consulted on, refined, put into the regulatory conditions and then operationalised by awarding organisations. COVID-19 has required Ofqual, CCEA and Qualifications Wales to write an entirely new regulatory framework in six weeks.

What should I do if I have a moderation visit due?
You do not need to do anything at this stage. We have postponed all face-to-face moderation visits. A member of our team will be in touch to rearrange your moderation, where we can we will accommodate remote moderations.
Are we able to extend course end dates?

Will there be a delay in receiving certificates?
During this period of time, to allow certification of products to continue, we have moving to Digital Certifcate solution. This will enable us to continue certificating submitted and verified claims whilst avoiding any unnecessary delays.
